SUMMARY OF INCIDENT: On 7-3-12, Troopers from the Vermont State Police Traffic Operations Team stopped Riley for a minor motor vehicle violation. Investigation revealed that Riley and his passenger were in possession of 86 bags of heroin. Riley and his passenger Degasta were arrested and charged with the offense.
